  • SAN JUAN, PUERTO RICO, October 13, 2011 - Polytechnic University awarded in recognition for commitment to diversity in federal employment

    The School of Engineering and Geomatic Sciences was hand-picked to participate in the Senior Executive Service Diversity Assurance Act initiatives for greater diversity

    SAN JUAN, PUERTO RICO, October 13, 2011 – Committed to more than standards of excellence in secondary education, the Polytechnic University of Puerto Rico (PUPR) was awarded by Jerry T. Harris, Founder and CEO of Cirrus Technology, Inc. in recognition of their support to the Program to Increase Minority Contracting in the United States Department of Defense and their contribution to increasing the pool of qualified minority cost estimators under the Senior Executive Service (SES) Diversity Assurance Act of 2009.
    Fifteen universities were chosen in the United States and its territories to support these efforts through cooperative education programs. The PUPR was the only university in Puerto Rico selected to collaborate with these efforts due to its highly competitive curriculum in Cost Estimation Analysis. Jorge González and María Rivera, both graduate students majoring in Construction Engineering at the Polytechnic University Graduate School, were selected to be a part of the Cirrus Technology team.
    “The Polytechnic University was highly recommended and regarded as the ‘Harvard of the Caribbean’ by our colleagues in the Pentagon and the US Secretary of Defense,” said Jerry Harris, President and CEO of Cirrus Technology, Inc. “The Polytechnic University is the only university in Puerto Rico that offers courses aimed at developing specialists in this area, which was necessary for the execution of this project. The students carried themselves above expectations, even when compared to the students from selected universities in the United States. These students are beyond bright, sharp and intelligent.”
    The SES Diversity Assurance Act, an initiative begun by Congressman Danny K. Davis and Harris himself, aims to provide for greater diversity within, and to improve policy direction and oversight of, the Senior Executive Service. The SES Diversity Assurance Act also establishes the Senior Executive Service Resource Office, tasked with managing and promoting an efficient, elite and diverse corps of senior servants.
    “The United States Department of Defense has a pool of cost estimators that are close to retirement,” said Rafael Lineros, Director of Security and Project Manager for Cirrus Technology. “The United States will soon have a lack of qualified specialists in this field, which we aim to fill with this new generation of cost estimators. A more diverse and talented generation of cost estimators.”

    Jerry T. Harris, President and Chief Executive Officer (CEO), Cirrus Technology, Inc announced today that Advanced Modification Solutions- Joint Venture (AMS JV)  and the AMS Joint Venture Team has been awarded the  U. S.  Air Force, Small Business Acquisition and Sustainment Tool (SbAST) with a contract ceiling of $402 million dollars to perform Aircraft Modifications/upgrades, repair and enhancements. Advance Modification Solutions is made up of Small, Small Disadvantage, Service Disabled Veteran, HUBZone designated, Small Business Administration 8(a) and Native American owned businesses.

    The AMS Joint Venture member companies are:  The primary is Cirrus Technology, Inc. (CTI) with locations in Huntsville, AL and Warner Robins, GA.; American Valley Aviation, Inc. (AVA), Quincy, CA and Jacksonville, FL; Strategic Enterprise Solutions Corporation (SES), Warner Robins, GA; ASB Avionics LLC (ASB), Mojave, CA and Addison, TX;  Flight Test Associates, Mojave, CA.; International Logistics Support Company (ILSC), Payson, AZ, Kellstrom Defense Aerospace, Miramar, FL; Mac Aulay Brown, Dayton, OH , and King Aerospace, Ardmore, OK.

    The purpose of this contract is to support the SbAST customer and war fighter in the maintenance and sustainment of various aircraft systems. The AMS Team is strategically comprised of tried and proven small businesses postured to provide WR-ALC and the United States Air Force (USAF) an extremely capable and competent arsenal of critical skill sets.

    HUNTSVILLE, AL., Oct. 1, 2010 – Cirrus Technology, Inc. announced today that the Cirrus Team of Baker and Associates LLC and TASC Inc. has been selected by the Air Force’s Small Business Office(SAF/SB) and the Air Force Cost Analysis Agency (AFCAA) to perform services required for both the PIMCID-Intervention Program (IP) to increase the minority participation in Defense Contracting and Cost Analysis/Cost Estimating support for the Air Force Cost Analysis Agency .

    “The team is profoundly pleased to be working with our DOD customer in the performance of Cost Estimating and Analysis and improving minority business participation in defense cost estimating and risk analysis support services.,” said Jerry Harris, CEO, Cirrus Technology Inc.  “We look forward to providing support to AFCAA and improving relations between minority firms and the DOD community”.

    SAF/SB is responsible for creating and delivering strategies that bring innovative, agile, and efficient small business solutions to the Air Force to fly , fight , and win… in air , space , and cyberspace.

    AFCAA is responsible for providing independent life-cycle cost analyses of major weapon systems programs developing costing methods, models, and databases deriving reliable cost estimates and conducting special studies, and Advising Air Force (AF) and the Office of the Secretary of Defense (OSD) senior leaders on budget, resource allocation, program, and acquisition milestone decisions. SAF/SB is responsible for: creating and delivering strategies that bring innovative, agile, and efficient small business solutions to the Air Force to fly, fight, and win...in air, space, and cyberspace.

    The purpose of this contract is to obtain support services for SAF/SB and AFCAA at CONUS government and contractor facilities. The contractor support required for the PIMCID-Intervention Program (IP) is required to develop an IP to increase the minority participation in Defense by working with existing government programs and activities to provide minority professionals and firms with training, technology and support services . The contractor shall also be required to provide support services for AFCAA in  the following categories: research and special studies, technical and cost estimating or analysis of alternatives. This effort takes into consideration the results of the FY 09 PIMCID research study that focused on identifying barriers to minority participation , for minority firms and minority professionals in defense acquisition and create an Intervention program to overcome those barriers .
